6 State and local school officials have provided a well-bal– anced curriculum for Utah students. They set the standards and made the laws governing the educational program of all dis– tricts. Their prime concern was to provide conditions that made effective teaching possible. A closely related objective was kin– dling a spirit of cooperative action among the teaching staffs. The greatest educational contribution made by the local Board was providing us with proper facilities and with well-qualified teachers of high character and outstanding ability.
